Milo Powell is an ordinary young Japanese-Canadian boy who, whenever a kid yells 'Uh-oh! Flamingo!', transforms into Captain Flamingo. His mission is to help little kids who need assistance, aided by his best friend Lizbeth Amanda Zaragoza, who has a not-so-secret crush on him. Captain Flamingo has a little brother named Thor. He often puts aside his own needs to help others, though his initial attempts frequently make problems worse. He eventually succeeds using his 'Bird Brain'—often Lizbeth's cleverness—persistent effort, or sheer luck.
